this depends on how new your wii is?
what version do you have? if you have version 4.0 or newer then yes you need to mod chip at this time.
otherwise look into something called "Twilight hack" and then look into homebrew channel, and find things like region editor's
Make sure you do your research as you can "Brick" your wii which means NO MORE PLAYING!
There are hacks to change your wii's region.

No modchipping is not the only way. You can softmod your wii. This will make your wii able to play both backed up games and games from other regions. Also, it does not ruin the warranty of your Wii like chipmodding and it is alot easier to install. You can do it yourself in a few minutes just follow this guide:

There's no official Nintendo method to do it, but there's other ways...
Method 1: get a Wii FreeLoader on eBay or Amazon (it only works if you have a version 3.2 Wii)
Method 2:
1- Install the "Homebrew Channel" (http://hbc.hackmii.com/) (read their FAQ or "http://wiibrew.org/wiki/Setting_up_your_Wii_for_Homebrew" to learn how to install it)
2- Download an application called "Gecko OS" (http://wiibrew.org/wiki/GeckoOS) and use it to play games that aren't from your region.
If this stuff is too much you can always go get a modchip :D And if you're worried about your warranty, then know that any method of region-freeing your Wii will void it :(
