Not really. You maybe can play some games with out a TV, but you still need a tv to start out with.

Its made to be run with a TV!

Yes and No. Some games and apps have been designed to be played in combination with the TV and the WiiU GamePad, while others have been designed to play on the TV or GamePad alone, these are detailed in the specific software. You can play YouTube, Hulu, Amazon, and Netflix on either the TV or the GamePad by themselves, but they put a place holder on the TV screen, this isn't a problem if you have a TV with different video inputs. Many of the games are like Nintendo Land that requires both the TV and GamePad to be used, so you can't just play on the GamePad, but big N has said that the WiiU give developers the option so that the game can be played independent of the TV using only the gamepad monitor, I don't know of any off the top of my head that do this. The WiiU still has to be on to play the games using the GamePad only because the GamePad is nothing more than an interface with a graphics output, it doesn't actually run the games or generate the graphics.

The actual interface with the WiiU and GamePad doesn't actually require the TV, you can switch between Wii Menu mode and Mii Plaza mode, so the TV is not needed while interfacing with the menu system.

You can use the Wii U to a LIMITED DEGREE without a TV.

Most of the core system menus can be accessed directly from the Gamepad. HOWEVER, you will not be able to play some games (including the entire Wii library) or fully utilize some game features without a TV.

Therefore, it's highly recommended (if not required) to connect the Wii U to a TV.

Sort of, some games you can play solely with the gamepad, as well as other applications but you do need a TV for setup.
