No... Not directly through the Wii U game pad.
The Wii U, through the Nintendo TVii service allows you to use the Wii U Gamepad as a TV remote & access additional data online about the show you're watching. You can access TiVo with the gamepad as well as other online video streaming services like Hulu+ & Netflix.
Having that said, you can't watch Live TV (Broadcast, Cable or Satellite) through the Wii U. The Wii U doesn't have a TV tuner built-in, so it can't take any of the typical video feeds & pump it to the Wii U's Gamepad. You still need the TV to view that stuff... The same with TiVo. The Wii U's gamepad can send remote signals to your TV & TiVo, but that's it.
Online Video Streaming, however, can be watched on the Wii U's Gamepad as the Wii U has the necessary software to pull videos from those services online.

YES, you can.
I want to explain it a little clearer though.
You already need cable TV, (and a cable box).
The Wii U will work as remote, and it will provide you additional information.

reading is much better the book helps to keep u thinking so you get greater detail in what people are thinking and also you have more imagination
