What is it? I found some one selling a 3DS who was making a big deal about it having "Firmware 4.5.0". What does this mean and can I play animal crossing new leaf on this 3DS?

3DS firmware generally include system tweaks to make the system run better in addition to adding new features. Firmware updates ALSO include anti-piracy measures as well, which will prevent DS & 3DS Flashcards from working with the system as well.

If you're serious about running Flashcards on your 3DS, then the Firmware version on the system will be something you want to check. Otherwise, just upgrade it to the latest version (as v. 7.x includes Nintendo Network features like Miiverse & unified eShop wallet with 3DS & Wii U) & enjoy everything it has to offer.

I think he is marketing his sales to someone who would be using a 3DS flashcart that needs a specific version of firmware in order to work.

If you don't care about that, if you buy it, then upgrade it to the latest version when you get home and you can play anything you want on it.
